One of the main reasons we’ve been able to accomplish so much over the past seven years is simple: the team supporting me. I am blessed to work alongside eight key leaders who are totally devoted to moving Harrison forward.

When I took office, I quickly realized that City Hall's talent was far underutilized. My philosophy has been straightforward: hire good people, trust them, and let them do their jobs. That approach has allowed us to maximize the talent we already had and bring in new strength where needed.

Executive Leadership

   •   Luke Feighart – Chief Financial Officer (CFO)

Luke oversees our $30 million budget and is deeply involved in nearly every major decision we make. His financial expertise and judgment are indispensable to our progress.

   •   Wade Phillips – Chief Operating Officer (COO) & City Engineer

Wade brings exceptional talent as both a civil engineer and a member of my executive team. Along with Luke, he is part of every major decision, whether directly tied to his department or not. His dual role provides us with both technical expertise and steady leadership.

Public Safety

   •   Mark Lowery – Fire Chief

Mark previously served as fire chief, and I was grateful when he reapplied after I took office. Under his leadership, our ISO rating improved from nearly a 4 to a 2 — saving residents substantial money on home insurance. Just as importantly, he leads a fire department that deeply respects and supports him.

   •   Chris Graddy – Police Chief

With 35 years of experience in law enforcement, most of it with the Arkansas State Police, Chris has brought unmatched knowledge, credibility, and connections. He effectively works hand in hand with the Boone County Sheriff’s Department, and this spirit of cooperation has been invaluable to Harrison’s safety.

Administrative & Development

   •   David Wilson – IT Director / Economic Development

David’s IT expertise has been essential, but he has also stepped up in economic development projects, especially downtown. His ability to identify prospects has helped us bring opportunities to Harrison. His personable nature makes him a tremendous team player.

   •   Christeen Waters – Executive Assistant

The longest-serving member of this leadership group, Christeen, knows the ins and outs of City Hall better than anyone. She manages day-to-day complaints, oversees volunteers, supports our water payment department, and handles alcohol licensing. She is often the first person residents meet when they reach out to City Hall, and her dedication has helped me fit in and stay grounded.

   •   Donna Braymer – Communications Director

Donna joined us a little over two years ago, filling a role I had long believed we needed. With her journalism background and positive spirit, she has brought professional communications to the forefront, ensuring our community knows what is happening in their city.

   •   Dan Presley – Human Resources Director

With 170 employees, HR is a full-time responsibility. Since joining our team, Dain has taken ownership of this vital role, ensuring our workforce is supported, managed, and positioned for success.

The Broader Team

Beyond these eight leaders, we have 170 dedicated city employees working daily to make Harrison one of the best places to live, work, and raise a family.

Closing Reflection

It has truly been my pleasure to serve as your Mayor. The progress we’ve made as a city is a direct reflection of the people who serve alongside me. With this team in place, I’m confident Harrison’s best days are still ahead.
