The Harrison City Council met Thursday night, Aug. 28. Councilman Wayne Cone filled in for Mayor Jackson, who was out of town.
Offers for two surplus City properties were considered during the Council Meeting.
In July, the council authorized the mayor to engage real estate agents to list the properties and gather potential offers.
Tara Tice Flemming listed the Silver Valley Road property. There were two offers. The first was for $120,000, and the second was for $125,000. Both offers had contingencies, even though they were listed “as is, where is.”
After much discussion about the “where is/as is” listing, the council rejected the offer and submitted a counteroffer of $125,000 without conditions and “as is, where is.”
The Council also authorized the Mayor to sell and transfer property ownership if the counteroffer is accepted. A majority vote passed the resolution.
Franklin Harp listed the former House of Hope building at 606 East Stephenson Ave. “as is/where is.” There were five offers.
There were testimonies and letters of support for selling the property to Steve Turner, who plans to lease the property to the Recovery Center of the Ozarks.
After discussion, the Council accepted Steve Turner's offer of $134,000. The Council members stated their opinions, providing significant public value for accepting Turner's offer even though it wasn’t the highest offer.
The resolution was passed by a majority vote, accepting the Turner offer and authorizing the Mayor to transfer property ownership accordingly.
