The Planning Commission held its monthly meeting on Tuesday, Sept. 23, under the direction of Chairman Pat Brown. Commissioners Joel Williams and Blaise Koch were in attendance, and David O’Neal attended by Zoom.
The Commissioners approved Amy Manns Gassaway's request, owner of Amy’s Income Taxes & Services, for a Conex container to be placed on her property at 168 S. Willow Street. Gassaway needs the space for additional storage for her business. Ms. Gassaway’s request was approved with conditions: the container must be reasonably screened from view by a privacy fence, it must be painted, rust-free, and maintained in good condition, must be placed no closer than 10 feet to the building, and cannot be placed on a permanent foundation.
Commissioners discussed how to handle similar requests most appropriately in the future, with the general consensus being to require conditional use permits.
The Commissioners also approved the plans for Boone West Storage, located at 1927 Woodridge Drive. Phillips said it is an industrial-zoned property with water and sewer at the site, and existing stormwater detention is adequate. They discussed the lack of space for a trash dumpster, but suggested it was a small enough space that a trash cart service might be sufficient. The commissions requested adding additional trees to separate the site from residential neighbors to the north. The owner, Roger Turner, agreed.
Under old business, Max Scarborough, owner of Mad Max Welding, presented revised site plans for expanding his business at 1609 N. Spring Road. Scarborough is adding a building to store materials to accommodate the continued growth of his business. The site is screened from view from the public right-of-way and a residential area to the north by existing tree canopy. The plans were approved by the Commission subject to certain conditions, including a requirement that the tree canopy remain in place to maintain a buffer between the business and neighboring residences.
